Matheson Courthouse for children 9- to 12-years old  &lt;br /&gt;(3rd, 4th, 5th and 6th grades) whose parents are divorced or  &lt;br /&gt;divorcing.  The class helps children to identify feelings common in  &lt;br /&gt;divorce situations, while teaching them communication skills to  &lt;br /&gt;express their feelings.&lt;br /&gt;&lt;br /&gt;Upcoming class dates are Saturday, February 27, Saturday, March 13  &lt;br /&gt;and Monday, March 29, 2010. Earlier this year the City hosted 11 open houses regarding the location of the proposed public safety building. Ten potential sites were presented to the public for review. Based on the information gathered and evaluated this past spring and summer, the preferred site was Block 35 Plat B (the block on the east side of 300 East between 400 and 500 South). Car prowls went way up the day after Thanksgiving. This will give you the optimal traction on slippery roads in cold weather.  If you are driving on a wet road in cold weather, watch the tires of the car in front of you - if you see water or snow flipping off the tires, then the road is just wet and not frozen. Congratulations to our police, fire, &amp;amp; emergency workers!  The actual site of the new complex is still under negotiation - the proposed site east of the library is not a done deal yet.  Other sites are still being investigated.  The average property tax increase for a homeowner, per year, will be $75 for this new complex.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-style: italic;"&gt;Bike lanes on Main Street&lt;/span&gt; will not happen this year.  Contractors encountered problems removing the existing painted lines from the street - their removal method was causing excessive damage.  The project has been put on hold for the time being and should be completed in the spring.  The existing four lanes of traffic (two each way) will be converted to a middle turning lane, one car lane going each direction, and one bike lane going each direction.&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;span style=";font-family:georgia;font-size:85%;"  &gt;&lt;span style="font-weight: bold;"&gt;Police Update from Detective Potter&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;ul  style="font-family:georgia;"&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;With baseball season over, we can expect crime (especially car prowls &amp;amp; graffiti) to continue to decrease.  The vast majority of car prowls over the last few months were perpetrated in parking lots associated with the ball park.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;All (of the few) car prowls that happened away from the ball park involved a valuable item such as a purse, wallet, computer, or iPod left in plain sight in the car.  Avoid being a victim!  Don't leave stuff in your car in plain sight - and lock your car doors.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;A temporary, solar-powered speed monitor has been implemented on northbound West Temple, near 1800 South.  This was done in response to complaints of cars speeding through this section of West Temple.&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;span style=";font-family:georgia;font-size:85%;"  &gt;&lt;span style="font-weight: bold;"&gt;       October crime stats for People's Freeway District:&lt;/span&gt;&lt;br /&gt;       Arson = 1, same as September&lt;br /&gt;       Aggravated Assault = 4, down from 6 in September&lt;br /&gt;       Burglary = 12, same as September&lt;br /&gt;       Car Prowl = 23, up from 22 in September&lt;br /&gt;       Car Strip = 3, down from 5 in September&lt;br /&gt;       Robbery = 3, down from 7 in September&lt;br /&gt;       Sexual Assault = 0, down from 2 in September&lt;br /&gt;       Stolen Vehicle = 3, same as September&lt;br /&gt;       Vandalism = 18, down from 24 in September&lt;br /&gt;       Weapon Drive By = 0, down from  1 in September&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Open Forum&lt;/span&gt;&lt;span style="font-style: italic;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;ul  style="font-family:georgia;"&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-style: italic;"&gt;How can we get improved street lighting?  &lt;/span&gt;There is not really any money in the city budget for improvements like this right now.  However, Community Council chair Bill Davis is currently putting together a Capital Improvement Plan (CIP) application for our area, and he will include this in the application.  You can read more about the CIP &lt;a href="http://www.ci.slc.ut.us/ced/hand/CIP/cipintro.htm"&gt;here&lt;/a&gt;.&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;ul  style="font-family:georgia;"&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;&lt;a href="http://www.ksl.com/index.php?sid=5902969"&gt;&lt;span style="font-style: italic;"&gt;Palmer Court&lt;/span&gt;&lt;/a&gt; is at full occupancy, and things are going well.  &lt;a href="http://www.theroadhome.org/"&gt;The Road Home&lt;/a&gt; is working closely with police to resolve any problems that occur.&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;span style=";font-family:georgia;font-size:85%;"  &gt;&lt;span style="font-weight: bold;"&gt;Discussion of proposed updates to Community Council bylaws&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;ul  style="font-family:georgia;"&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;A number of minor changes were proposed, mostly fixing odd wording and clarifying existing bylaws.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Renaming our area from "People's Freeway" to "Ballpark".  General consensus is that the name "People's Freeway" is quite vague and does not really help define our community.  Spring Mobile ball park is the second most-used sports facility in Utah (after Energy Solutions Arena), and is centrally located within our Council boundaries, giving our area a name that is much more tangible.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Eliminating the Executive Board, and instead granting the Board the ability to create specialized committees as needed.  Any such committee would be announced in monthly Community Council meetings, and regular updates on the committees actions will also be provided to the Council.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Changing election terms for board members to a staggered system, so an election is held each year, for two (or three) board members at a time.  This would prevent turnover of the entire board at the same time.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;As of November 2010, the chair must a resident of the area.  Remaining four board members can be residents, business owners, or property owners.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;New proposed bylaws will be posted on this site for review, and will be voted on at the next Community Council meeting.&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;span style=";font-family:georgia;font-size:85%;"  &gt;&lt;span style="font-weight: bold;"&gt;Election of new board members&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;ul  style="font-family:georgia;"&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Bill Davis re-elected as chair.  Bill owns a business, as well as rental properties in our area.  He has served us well for the last two years, and has agreed to stay on for another year.&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Jessica Berrett re-elected as vice chair.  Jessica is a resident of the area for five years, and has been active on the Council during that time - including representing our Community Council on the advisory board for the Palmer Court project.&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Sach Combs elected as vice chair.  Sach (pronounced "Sash") is a resident of the area for six years.  He supports changing the name of our area, and is looking forward to being active on the Community Council board.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Elke Phillips elected as vice chair.  Elke is a resident of the area for seven years, and lives close to our northern boundary.  She is enjoying her involvement with the recently constructed community garden, &lt;a href="http://www.wasatchgardens.org/peoplesportablegarden.html"&gt;Peoples Portable Garden&lt;/a&gt;, at 200 West 900 South.&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Bryan Berrett elected as Secretary. We will meet the first Thursday in November which is&amp;nbsp; &lt;br /&gt;the 5th of November 2009, at 6:00 p.m. I am still working on the&amp;nbsp; &lt;br /&gt;location.&lt;br /&gt;&lt;br /&gt;Last year the Poplar Grove community council formed a subcommittee to&amp;nbsp; &lt;br /&gt;address the growing gang problem. We named it the ROMERO ALTERNATIVE&amp;nbsp; &lt;br /&gt;in honor of Archbishop Romero of El Salvador who lost his life fight&amp;nbsp; &lt;br /&gt;in violence in his country. We have diligently been working on&amp;nbsp; &lt;br /&gt;prevention issues since its inception.&lt;br /&gt;&lt;br /&gt;We now would like to take a more proactive approach in promoting the&amp;nbsp; &lt;br /&gt;passage of ordinances and state legislation to combat the gang&amp;nbsp; &lt;br /&gt;violence in our communities. We also believe that there are other&amp;nbsp; &lt;br /&gt;steps we can take as a community to teach our children the perils of&amp;nbsp; &lt;br /&gt;gang involvement.&lt;br /&gt;&lt;br /&gt;Lat year I was asked to serve on the Mayor's Task Force on gangs.&amp;nbsp; &lt;br /&gt;Earlier this year, that task force was dissolved ant the Mayor&amp;nbsp; &lt;br /&gt;formed a Steering Committee to develop policy and direction. I&amp;nbsp; &lt;br /&gt;currently serve on that steering committee, sadly it is still trying&amp;nbsp; &lt;br /&gt;to find its identity and direction.&lt;br /&gt;&lt;br /&gt;Please feel free to pass this email on to those that might be&amp;nbsp; &lt;br /&gt;interested in assisting us in this effort. Introductions - Bill Davis/Chair&lt;br /&gt;Announcements - Bill Davis/Chair - again the big one being upcoming&lt;br /&gt;elections&lt;br /&gt;Nomination/election of new board member - Jessica Berrett&lt;br /&gt;Salt Lake City Council - Luke Garrot City Council person District 4&lt;br /&gt;Salt Lake CIty  - Lisa Harrison/Mayors Community Liaison&lt;br /&gt;Police Report - Detective Christiansen is on vacation so Lisa Harrison&lt;br /&gt;will providing it&lt;br /&gt;Open Agenda - your chance to bring up any topic affecting our&lt;br /&gt;neighborhood&lt;br /&gt;&lt;br /&gt;#1 - Elections in November - the Chairperson (me) and the Vice chair&lt;br /&gt;(Liz) have both indicated that when our terms expire in October. We&lt;br /&gt;have both decided not continue in those roles. Liz has a really good&lt;br /&gt;excuse - she is expecting!!!!! A big CONGRATULATIONS to her and a&lt;br /&gt;hearty thanks from me personally and I'm sure from most of the&lt;br /&gt;community. Her life is taking dramatic turn especially in terms of&lt;br /&gt;having free time and we all wish her the best. She has indicated that&lt;br /&gt;she still plans on attending as an interested community advocate and&lt;br /&gt;we look forward to seeing her and the new arrival.&lt;br /&gt;   I also have an excuse although not as a good of one. My life is just&lt;br /&gt;too filled up with things. I have publicly expressed my frustration&lt;br /&gt;with feeling like I'm not able to do this job to the extent that I&lt;br /&gt;feel the our district deserves. If I agree to do something, I want to&lt;br /&gt;do it well and I don't feel I have able to do that. Between some&lt;br /&gt;personal problems (both my parents have passed away in the last few of&lt;br /&gt;years), owning and running a couple of businesses and some other&lt;br /&gt;volunteer civic commitments, it is time for me to pass the baton to a&lt;br /&gt;willing community advocate. I plan on continuing on as a board member&lt;br /&gt;(assuming I'm re-elected in October) as I am still interested in&lt;br /&gt;contributing to my community.&lt;br /&gt;   Also we have been short a board member for the past couple of years.&lt;br /&gt;We are supposed to have a 5 member board and we have had only 4. All&lt;br /&gt;five positions will be open and up for election.&lt;br /&gt;&lt;br /&gt;   So now is the time to start considering becoming more involved with&lt;br /&gt;your community. This is how one has input into what happens around us.&lt;br /&gt;There are several requirements for being a board member some formal&lt;br /&gt;and others not, as follows:&lt;br /&gt;1) You must be a resident of the Peoples Freeway Community Council or&lt;br /&gt;own and run a business within the boundary. If you are getting this&lt;br /&gt;email, you probably are. This is one of the formal ones.&lt;br /&gt;2) You must have an interest in improving your community&lt;br /&gt;3) Having a keen interest in local current events.&lt;br /&gt;4) Attend one hour long plus meeting per month.&lt;br /&gt;&lt;br /&gt;   There are numerous concerns and issues that can impact us both good&lt;br /&gt;and bad. Have you ever&lt;br /&gt;wondered what State Street could be like as you drive or walk along&lt;br /&gt;the street?&lt;br /&gt;&lt;br /&gt;Salt Lake City is partnering with the Wasatch Front Regional&lt;br /&gt;Council, Utah Transit Authority, Utah Department of Transportation,&lt;br /&gt;SaltLake County, Midvale City, Murray City and South Salt Lake City&lt;br /&gt;to create a new blueprint for the future of State Street and the&lt;br /&gt;adjacent neighborhoods. Our aim is to improve State Street's&lt;br /&gt;livability, vibrancy and community compatibility. This includes&lt;br /&gt;thinking about future buildings, parks, as well as potential change&lt;br /&gt;to sidewalks, street furniture, and even things like new high&lt;br /&gt;capacity transit on State Street.&lt;br /&gt;&lt;br /&gt;The effort will build on the ideas and support of citizens, land and&lt;br /&gt;business owners, and leaders of our community.&lt;br /&gt;&lt;br /&gt;The Life on State: Our Street, Our Vision project start with the&lt;br /&gt;development of a vision map and set of guiding principles. There are&lt;br /&gt;three key upcoming meetings to establish this vision. Meetings are&lt;br /&gt;open to everyone and all are welcome. Our hope is that many&lt;br /&gt;residents, land and business owners and other interested parties&lt;br /&gt;from Salt Lake City will participate to ensure the State Street&lt;br /&gt;Vision represents us and incorporates ideas from our community.&lt;br /&gt;&lt;br /&gt;The first meeting is the Opportunities Workshop. It will be held at&lt;br /&gt;6:00 Thursday, May 28, 2009 at the Columbus Community Center located&lt;br /&gt;at 2530 South 500 East. Refreshments will be served.&lt;br /&gt;&lt;br /&gt;At the Opportunities Workshop, people will consider a variety of&lt;br /&gt;issues as they discuss what is working well and what is not working&lt;br /&gt;well on State Street.&lt;br /&gt;&lt;br /&gt;There will be two workshops following the Opportunities Workshop.&lt;br /&gt;The Concepts Workshop will be held in June 2009. This meeting will&lt;br /&gt;follow up on the Opportunities Workshop by involving the community,&lt;br /&gt;working in groups, to sketch out broad solutions based on the issues&lt;br /&gt;identified in the Opportunities Workshop. In July 2009, The Vision&lt;br /&gt;Workshop will discuss and refine a draft Vision Map and discuss&lt;br /&gt;principles to guide city based implementation efforts. Between some &lt;br /&gt;personal problems (both my parents have passed away in the last few of &lt;br /&gt;years), owning and running a couple of businesses and some other &lt;br /&gt;volunteer civic commitments, it is time for me to pass the baton to a &lt;br /&gt;willing community advocate. I plan on continuing on as a board member &lt;br /&gt;(assuming I'm re-elected in October) as I am still interested in &lt;br /&gt;contributing to my community.&lt;br /&gt;    Also we have been short a board member for the past couple of years. &lt;br /&gt;We are supposed to have a 5 member board and we have had only 4. All &lt;br /&gt;five positions will be open and up for election.&lt;br /&gt;&lt;br /&gt;    So now is the time to start considering becoming more involved with &lt;br /&gt;your community. This is how one has input into what happens around us. &lt;br /&gt;There are several requirements for being a board member some formal &lt;br /&gt;and others not, as follows:&lt;br /&gt;1) You must be a resident of the Peoples Freeway Community Council or &lt;br /&gt;own and run a business within the boundary. If you are getting this &lt;br /&gt;email, you probably are. This is one of the formal ones.&lt;br /&gt;2) You must have an interest in improving your community&lt;br /&gt;3) Having a keen interest in local current events.&lt;br /&gt;4) Attend one hour long plus meeting per month.&lt;br /&gt;&lt;br /&gt;    There are numerous concerns and issues that can impact us both good &lt;br /&gt;and bad.
